visp.net takes abuse of its network and server resources very seriously. Our terms of use forbid our subscribers from engaging in abusive behavior with our service. If you wish to file a complaint, please read the appropriate section below detailing the type of abusive behavior to ensure that all required information is included.
Please be advised that if you are a subscriber of an internet service provider who utilizes our services, our IPs and/or host names may appear in your email message headers or traceroutes. This does not necessarily mean that the traffic or message originated from our network, as either your connection or email service may be hosted with us.

SPAM (Unsolicited Commercial/Bulk Email)
When reporting spam, please ensure that the email did originate from our network or does reference a URL hosted on our network. The easiest way to do this is by comparing the originating IP addresses (in message headers) with our list of published IP Ranges or by verifying that the IP's WHOIS information references our abuse@visp.net address.
Please include the full message headers, including all Received and Date lines in an email to abuse@visp.net. If possible, please include the offending message body so we can determine if the message is legitimately SPAM.
visp.net does not condone sending of UCE/UBE in any way, and will suspend and/or terminate subscriber access to those who utilize our network for sending spam. Our subscriber policy states:
- '[Subscriber] shall not distribute chain letters or unsolicited bulk electronic mail ("spamming")'
- 'Subscriber and its Users shall not distribute chain letters of "junk" mail (any unsolicited mail of a business or commercial nature)'

As part of our investigation, we make a best-effort attempt to determine if a subscriber is spamming maliciously or if they are the victim of a forgery or network intrusion, and act appropriately based on the circumstances. First offenses warrant a service suspension and advising the user that their actions are inappropriate or that their network may be compromised. On a second intentional offense, or after multiple unintentional offenses, we terminate the subscriber's services.
Note that some of our customers do host legitimate email broadcast or discussion lists of customers or users who have confirmed their desire to receive mailings. If this is the case, you will need to follow the included removal instructions or contact the list administrator/moderator for assistance. Should the moderator be unwilling to assist with removal or the list be in an unmaintained state, we may be able to assist with enforcing our terms of use.
Copyright Infringement (DMCA violations)
Reports of copyright infringement should be sent to abuse@visp.net. Please include the following information, at a minimum:
- Date/time that infringement was noted
- Infringing IP address
- Protocol used, such as HTTP, BitTorrent, Kazaa, etc.
- Infringing file location, such as the web URL or BitTorrent tracker (if applicable)
- Infringing file name(s)
- Oath under penalty of perjury that you are either the copyright holder of the referenced material or legally authorized to act on behalf of the copyright holder of the referenced material
When visp.net receives a copyright infringement notification meeting the requirements of the DMCA notification process, we will take the following actions:
- For infringing material hosted on visp.net's servers, removal of access to the infringing material and notification to the subscriber regarding the removal and appeals process outlined in the DMCA
- For infringing material hosted on the subscriber's systems or network, notification to the subscriber of complaints regarding the material and requirement that access to the infringing material be removed
- For unanswered complaints regarding infringing material hosted on the subscriber's systems or network, suspension of network services until access to the infringing material is removed
- For repeat offenders, termination of services pursuant to Section 512(i) of Title 17 of the U.S. Code
Abusive, threatening, or harassing behavior
To report abusive, threatening, or harassing behavior originating from our network, please include as much information as possible in an email to abuse@visp.net. For email and USENET incidents, please include the full message headers, including all Received and Date lines. For IRC, instant messenger, and web incidents, please include the any identifying information about the message sender such as WHOIS output or user profile information.
Denial of service, intrusion attempts, virus-like activity
Please email correspondence regarding denial of service attacks, attempted system/network intrusions, and virus-like activity to abuse@visp.net. Please include source IP addresses, destination IP addresses, protocols and/or port numbers used, and a date/time stamp including timezone, preferably in GMT (or noting the time +/- GMT). If you choose to include a packet trace for analysis, please send it in the libpcap format; we most likely won't be able to open packet capture data created in proprietary formats.
